CORPORATE INFORMATION
1. Position Level: Band F
2. Salary Range: $ 22,528.74 - $ 28,883.00
3. Location: Lautoka Youth & Sport’s Office
4. Reporting Responsibilities;
4.1 Reports to: Manager (West ) 2 positions
4.2 Liaises with: Staff of Ministry, Provincial Councils, secondary schools, youth
clubs and other stakeholders
4.3 Subordinate: None
POSITION PURPOSE
The position coordinates and ensures the high quality of service delivery of youth and sports
development programs throughout the Western Division.
KEY DUTIES
The position will achieve its purpose through the following key duties:
1. Establishes networks with stakeholders and internal and external customers, integrating
service delivery to achieve Ministry targets.
2. Identifies young, talented and passionate clients for assistance through Ministry training
programs, youth entrepreneurs’ projects, youth grants and Duke of Edinburgh International
Award program in secondary schools and youth clubs and monitors the effective, efficient and
economic use of grants.
3. Conduct trainings needs analysis (TNA) and effective and efficient training delivery with
program providers, youth clubs and stakeholders to ensure effective training delivery for
empowerment, capacity building and skills development for employment and selfemployment.
4. Coordinates visits to establish or revive youth clubs in communities with the relevant Youth
Administrator.
5. Provide advice and referral services to all clients and communities and improve service
delivery, client’s satisfaction and Ministry’s reach.
6. Provides assistance and support youth groups and schools in regard to sports development.
7. Monitor and evaluate programs, projects and trainings before, during and after
implementations and submit reports to management and other relevant stakeholder for future
decision making.
8. Actively contributes to all corporate requirements of the Ministry, including planning, budgeting
and selection activities where required.
KEY PERFORMANCE INDICATORS
Performance will be measured through the following indicators:
1. Training programs implemented and number of youth assessed as competent as a result.
2. Number of youth clubs established, revived and monitored.
3. Grants issued and monitored; budget managed effectively.
4. Number of candidates registered for and who have completed the Duke of Edinburgh
International Award (DEIA.)
PERSON SPECIFICATION
In addition to an undergraduate degree in management, social work or community development
(or equivalent) from a recognized institution, the successful applicant should have the following
Knowledge, Experience, Skills and Abilities are required to undertake this role successfully:
Knowledge and Experience
1. At least three years’ experience with youth development or service in community or sports
development or equivalent.
2. Demonstrated experience in liaising with colleagues, planning, analysing data and situations
and conflict resolution.
3. Experience working alone and as part of a team; a self-starter.
4. Demonstrated experience in writing reports, writing and assessing project proposals, grant
applications and monitoring and evaluation.
5. Understanding of the Fijian Constitution (2013) and applicable laws of Fiji;
6. Sound knowledge of youth and/or sport development policy and practice.
Skills and Abilities
1. Demonstrated skills communicating in advocating the strategic and annual plans, objectives
and strategy.
2. Demonstrated ability to collect, classify, interpret and use youth clubs profile data
appropriately.
3. Demonstrated understanding of concepts of social and community needs, community
management and community participation and self-help to support training needs and other
analyses.
4. Ability to communicate clearly in written and verbal reports to internal and external customers.
5. Demonstrated ability to set and implement clear goals for working with a community and adapt
appropriately.
6. Capacity to use computer programs to support the operations of a complex organisation.
Personal Character and Eligibility
Applicants for employment in the Ministry of Youth and Sports should be Fijian citizens, under
age 55, in good health, with a clean police record. The successful applicant will be required to
provide a medical certificate and police clearance as a condition of employment.
